Commentary

Expect the Unexpected is fulfilled any time your opponent shuffles their deck during their turn. If a player has an empty deck and is required to shuffle their deck to form a new draw pile, the prophecy would fulfill before the rest of the draw is completed. This prophecy is not limited to fulfilling only when shuffling to refresh the deck, meaning that it would also fulfill any time the deck is shuffled, including shuffling the deck after a search. In the case of such a shuffle, the search completes, then the deck shuffle completes, and then Expect the Unexpected will be fulfilled.
